Human Settlement Resilience Zoning and Optimizing Strategies for River-Network Cities under Flood Risk Management Objectives: Taking Yueyang City as an Example

The dense river network and large population in the southern region of China are vulnerable to flooding stress, which challenges construction human settlements. This paper analyzes causes flood risk dilemma settlement improvement river-network cities, introduces principle resilience settlements, conducts a quantitative study on settlements cities with goal management. Taking Yueyang city, city Yangtze River Basin, as empirical research object, we conduct zoning based assessment model use GIS spatial overlay method correct current living space against territorial planning city. Ultimately, propose strategy for optimizing under results show that (1) highest-risk high-risk areas were mainly located Dongting Lake its interconnected water system, southwest local area southeastern fringe, while low-risk lowest-risk northeast northwestern low stress risk.
